Portland Village School Board Management Policy
The Board’s official connection to the operational
organization, its achievements, and its conduct is through the school
Principal. The Principal is accountable to the Board, which is responsible
for establishing policies that will direct, control, and inspire the school
to meet its mission and vision. The Principal is tasked with conducting
the day-to-day operations of the school and is accountable for timely,
accurate, and detailed communication with the Board so it may evaluate
the effectiveness of its policies. The Board shall: 1. Instruct the principal through written policies that
2. Systematically and rigorously monitor the Principal’s
ability to fulfill policies and their stated ends within any expressed
executive limitations. Monitoring will be done by one or more of the following
methods: 3. Monitor all policies at a frequency and by a method chosen by the board and in accordance with the Board Responsibilities section of the Governance Policy. 4. Conduct all official business with the organization through
the school Principal and not with individual staff members according to
code of conduct section of the Governance Policy. The Principal shall: 1. Conduct the day-to-day operations of the school, in accordance with policy established by the Board. 2. Submit monitoring data and decision information required by the board in a timely, accurate, concise, and understandable fashion, directly addressing the provisions of board policies being monitored. 3. Promptly report any actual or anticipated noncompliance with any policy of the board. 4. Promptly and proactively report on significant information, events, risks, or trends pertinent to the duty of the board to protect and build the interests of PVS, including serious school stakeholder dissatisfaction, anticipated media coverage, and threatened or pending lawsuits. 5. When a situation arises where the Board has not adopted policy to guide administrative action, take action according to their best judgment, following consultation with the board President and existing policy from the sponsoring district, ,Where time permits, a decision should be postponed until the next meeting of the Board of Directors, where policy can be established. If a decision must be made before the Board can be convened, it is the President’s responsibility to promptly inform the Board of this action following the consultation with the Principal. 6. Advise the board if, in the Principal's opinion, board behavior occurs that is detrimental to the work relationship between the board and the Principal. 7. When addressing official business, deal with the board
as a whole except when: 8. Consult with the Principal Advisory Committee (PAC), as appropriate, before making high-level decisions and when performing strategic planning activities. The PAC shall be selected by a process agreed-upon by faculty and the principal, which allows both parties to appoint members to the committee. The committee shall consist of at least three faculty members. It is the intent that the members of this committee represent the diversity of the school and faculty.
